Supporting Innovative Schemes in the MED Area

• Direct involvement of private stakeholders as well as public stakeholders in order to form operational working tables to point out market obstacles and find viable solutions;
• Around 100 Local Public Authorities per each participating country will increase their knowledge of EPC through the consultations arranged within project activities, through the technical workshops arranged at country level and through the one day training scheme.
• Preparing reference documents (tenders, EPC, evaluation criteria sets, etc.) for different type of public buildings (schools, offices, gymnasiums, etc.) to facilitate and foster replication.
• Better knowledge on EPC and the availability of models ready-to-use will constitute a significant potential for replication at transnational level.
• The participation of an IPA country will be an asset to facilitate the replication in neighbouring EU countries.

Objectives
• To raise capacity for better management of energy in public buildings at transnational level
• Fostering low-carbon strategies and energy efficiency in specific MED territories: cities, islands and remote areas
• Develop innovative financing schemes to finance investment projects that lead to significant energy retrofits of public buildings.
• Adaptation of some models of financing mechanisms already used in other countries such Energy Performance Contracting.
• Improved knowledge and use of Energy Performance Contracts
Project activities
• Identification, analysis and comparison of existing financing schemes that have been already successfully adopted to promote energy efficiency investments;
• Evaluate the market impact of envisaged financial mechanisms on the short term and on the long term scenarios;
• Outlining of a methodology/procedures to support public authorities to prepare and manage public procurement tenders based on the specific financial schemes developed;
• One training course scheme to inform the public administrations of alternative and innovative financial mechanisms to promote energy refurbishment of public buildings;
• Preparing reference documents (tenders, EPC, evaluation criteria sets, etc.)
• Setting up of a public web platform to grantee an unrestricted access to the innovative financial schemes;
Results
• Increased number of Local energy efficiency plans including interventions financed through EPC.
• A common strategy to facilitate and accelerate the adoption of innovative financial mechanisms in the MED countries with enclosed models of EPC for different end-use of public buildings.
• Replication at transnational level, with a special focus on the MED area.
