PROFILI aims to realize an informative system in order to integrate and coordinate the set of competencies and technologies for the planning, management and implementation of building projects and thus ease the encounter between demand and offer in the area Public-Private Partnership initiatives. The project aims to strengthen the competitiveness of small and medium enterprises through the creation of two main cooperation activities among enterprises and between enterprises and institutions. The project has the following objectives:
– Creation of a cross boarder platform to support the competitiveness of the construction field, that speeds up the transference of knowledge and improves the management, integration and coordination of inter-enterprises processes within the construction area;
– Support to technological transfer and spread of new procedures to make processes, products and services more competitive;
– Integration and coordination among partners (public ad private) regarding planning, finalization and management of enterprises procedure in the construction sector in order to improve processes to select providers, planning and implementation (reduction of costs and time) for enterprises and public administration;
– Support to internationalization processes and enhancement of planning, technologies, materials, organization and management within the construction sector;
– Strengthening of the capacity to produce new ideas to increase the competitiveness and innovation of building enterprises;
– Coordination and support to demand for innovation by fostering its structuring and creating synergies about innovation program;
– Simplification of the bureaucracy for tender and selection of projects for Public-Private Partnership in order to make simpler the participation of private and less hard its use by public administration;
– Benchmarking and identification of best practices for Public Administration, in particular municipalities, to be taken as example for drafting of Public-Private Partnership projects, that respect high-quality criteria and innovation;
– Education activities and benchmarking to identify best practices, related to Public Administration and small-medium enterprises, for the drafting of business plan and project financing plan in Public-Private Partnership;
– Definition of initiatives for Public-Private Partnership, that stimulate the adoption of innovative processes and economical attitudes;
– Activation of a monitoring system about opportunities of Public-Private Partnership in order to foster cross boarder partnership between privates and Public Administration, enlargement of market and a better competitiveness.

PROFILI aims to realize an informative system in order to integrate and coordinate the set of knowledge, competencies and technologies for the planning, management and implementation of buildings in the cross boarder area and to plan and realize projects for a shared use of services. Thanks to this system, the project will foster the encounter of demand (private) and offer (municipalities) with reference to initiatives of Public-Private Partnership. The project area comprehends the three Italian region of the program (Emilia Romagna, Veneto and Friuli Venezia Giulia) and all region of Slovenia, with particular attention to the zones close to the Italian border.
Main services are:
– identification of 10 best practices for the sharing of knowledge;
– identification of 10 best practices for the management of inter-enterprises processes;
– identification of 10 best practices for an efficient integration of public and private partners in projects of Public-Private Partnership;
– involvement of 5 organizations, that will take part to cross boarder R&D activities linked to the project;
– 10% improvement (reduction of costs and time) for planning and implementation of building projects and Public-Private Partnership;
– Involvement of 10 networks of small and medium enterprises for what regards the technological transference;
– Establishment of 30 agreements in projects of cross boarder cooperation for enterprises, the mapping of processes of Public-Private Partnership in 6 cross boarder areas;
– Assistance to tenders (feasibility, planning, normative, financial) for 10 projects of Public-Private Partnership;
– Creation of 100 jobs thanks to the identification and spread of initiatives of excellent case studies;
– Creation of three cross boarder networks for benchmarking;
– Adoption of the permanent informative system for 6 statistic cross boarder regions;
– Provision of 7 common services that can be shared by networks of enterprises (benchmarking, consultancy, information, financing);
– Participation of 60 enterprises to activities of identification and spread of best practices;
– Realization of a communication campaign and 14 events to promote PROFILI with the purpose to involve 400 enterprises and 40 municipalities;
– Implementation of a communication campaign aimed to promote new networks of enterprises, to keep high the importance of benchmarking, to spread best practices and stimulate the use of the platform in different areas.
