The project provided technical support through the means of training to the creation of functioning managing authorities, implementing bodies, paying authority, monitoring committees and relevant partners capable to implement EU structural funds, Cohesion fund and Community Initiatives interventions on national and regional levels. The service focused on three specific objectives:

• To build up the capacity of all the institutions and partners involved in the SF/CF programme /project cycle (programming, implementation, management and monitoring);
• To apply the principles of partnership and transparency when it comes to managing and monitoring the implementation of SFs/CF;
• To raise general public awareness of SF/CF programmes and projects and to increase the quality of project proposals made by potential beneficiaries drawn from the economic and social partners at local and regional levels.

The above objectives were achieved by carrying out the following activities:

• Preparation of training materials for tailored training of the staff in the MAs/ IBs, PA, Monitoring Committees;
• Realisation of the training for 500 trainees from the MAs /IBs, PA, Monitoring Committee members;
• Organisation of 8 regional conferences, one in each NUTS III region, in partnership with the VUCs and the social and economic partners;
• Preparation of promotional materials, publication of publicity materials and SF/CF programme information on MoCARD website.
