This objective foresees the involvement and the active participation of Libyan Public Administrations with the contribution of relevant stakeholders at national, local and international levels. This strategy is expected to introduce into the Libyan governance system the basic principle of subsidiarity, proximity, participation and effectiveness of national decentralisation strategies. The second specific objective is to contribute in strengthen the peer exchange and twinning-like setups promoted by the Nicosia Initiative helping Libyan cities to improve public services in Libya and to enter the international community. This cooperation based on a twinning approach can contribute to overcome the isolation of public administration providing them with practical example and approaches that can contrast the erosion of municipal services addressed to citizen.
